Rincaro bollette: cosa sta succedendo?

 

Aumento delle bollette, rincari sui prezzi dell’energia: l’inizio dell’anno, che coincide con i mesi più freddi e quindi maggiormente energivori, vede davanti a noi un aumento dei prezzi di gas e luce che impatteranno in maniera significative sulle famiglie.
Ma cosa sta succedendo? Perché c’è un rialzo di così grande impatto? Vediamo insieme quali sono le cause e costa sta facendo il governo italiano per arginare questi rincari.

 

Aumento delle bollette: cosa dobbiamo aspettarci?

 

L’avviso dell’ARERA – Autorità per l’energia, le reti e l’ambiente risuona molto chiaro: come leggiamo sul Sole 24Ore «senza interventi del governo, al 1 gennaio le bollette del gas aumenteranno del 50%, quelle dell’elettricità almeno del 17%, ma forse del 25%».
Le tariffe del gas, infatti, sono stabilite ogni trimestre proprio dall’ARERA, che agisce sulla base dei prezzi internazionali: questi alla metà del 2021 sono schizzati verso l’alto, e oramai sono fuori controllo.

Già a settembre il ministro Cingolani aveva evidenziato la serietà dello scenario che si annunciava davanti a noi, e così è stato: al primo ottobre c’è stato un aumento dei prezzi del 30%, quando di solito gli aumenti erano di un punto percentuale.

 

Il rincaro delle bollette ha molti motivi, non è solo dovuto alla pandemia

Le cause del rincaro delle bollette, e quindi dei prezzi stellari del gas, sono molteplici, come spiega Davide Tabarelli, presidente di Nomisma Energia, in un’intervista per l’ANSA:

  • –  «La prima [causa] è che gli stoccaggi sono bassi, perché la Russia consegna meno gas all’Europa dato che vuole spingere sul gasdotto North Stream

  • –  Poi c’è stata la ripresa produttiva dopo la pandemia

  • –  la Cina ha aumentato la domanda di gas per uscire dal carbone

  • –  le compagnie energetiche investono di più sulle rinnovabili e meno sulle fossili, ma la

    domanda di gas non cala

  • –  l’eolico e l’idroelettrico in alcuni paesi hanno ridotto la produzione per motivi di meteo».

A questa situazione geopolitica così complessa si aggiunge il fatto che «i mercati sono in mano alla speculazione, e i politici non sanno che pesci pigliare».

 

Le contromisure del governo per contrastare il rincaro delle bollette

 

Fino adesso il governo ha provveduto ad adottare delle misure che, benché consistenti, servono solo ad attenuare i rincari in arrivo:

  • –  nell’ultimo periodo sono stati stanziati quasi 4 miliardi di euro per sostenere le famiglie più povere, potenziando il bonus sociale

  • –  a settembre, infatti, è stato rivisto il bonus bollette, che viene destinato adesso in maniera automatica alle famiglie in difficoltà, che devono semplicemente fare richiesta dell’ISEE e non più fare domanda per riceverlo

    Certo, il vero cambiamento arriverebbe con una riforma strutturale della bolletta che rivedesse gli oneri generali di sistema, cioè quelle voci di spesa che compongono una bolletta pagate da tutti noi per sostenere attività di interesse generale per il sistema. Come suggerisce la stessa ARERA si potrebbe sia trasferire verso il sistema fiscale tutte quelle componenti non strettamente legate a obiettivi generali e non direttamente connessi al sistema energetico, sia rivedere gli incentivi alle rinnovabili che rappresentano una voce molto pesante di spesa.

    Restiamo quindi in attesa di nuove decisioni del governo e dell’Unione Europea, per adesso rimandate ai prossimi mesi. Nel frattempo, possiamo imparare a limitare i nostri consumi, mettendo in campo qualche idea pratica e semplice da attuare.
